Information is the good which reduces uncertainty and in the 20th century determines the stage of social development and territorial differentiation. Freedom of information and the right to information are fundamental elements of information society, while computerization is the catalyst for its development. The right to information is the standard in Europe. The essence of this right is defined in Poland by Article 61 of the Polish Constitution, according to which a citizen shall have the right to obtain information on the activities of public authorities as well as persons discharging public functions. Such a right shall also include access to information on the activities of self-governing economic or professional organs and other persons or organizational units relating to the field in which they perform the duties of public authorities and manage communal assets or property of the State Treasury. In particular, the right to obtain information includes access to documents. Moreover, according to Article 73 of the Constitution, every person has the right to information on the state and protection of the environment. The primary legal act which specifies constitutional norms is the Act on Access to Public Information dated 6 September 2001, although provisions of many different acts define other rules and procedures of access to information. An important factor in the development of information society is growing legislative clarity, revision of rules regulating functioning of the official source of information . the Public Information Bulletin (a system of websites), and the establishment of a coherent legal framework for the use of public sector information for commercial and non-commercial purposes.
