Building of European spatial information infrastructure (INSPIRE) is carried out simultaneously by the European Commission and the EU Member States according to the provisions of the INSPIRE Directive. At the present transposition phase, the task on the European level consists mainly in development of detailed implementing rules and supplementing them guidelines, based on common conceptual framework and methodology. International expert teams deal with this task in close collaboration with stakeholders at both Community and Member State level. These works proceed according to the schedule and with good results despite their complexity, high degree of difficulty and demanding timetable of the whole undertaking. The draft Law on the Polish spatial information infrastructure has been developed as required in the INSPIRE Work Programme transposition phase. At present, this law, fundamental for INSPIRE implementation in Poland, is at the final stage of legislative process. Elaboration of draft ordinances specified in the Law has become urgent. The first phase (2009.2010) of the framework programme of creating the Polish spatial information infrastructure as a part of INSPIRE comprises identification of existing spatial data sets and services, creation of metadata for Annex I and II themes of the Directive, data harmonization of the selected Annex I themes and development of a basic network of services.
