Growing demand for spatial information, the popularization of the opinions on the necessity of general access to it and development of technology have contributed over the past 5 years to building of national geoportals. As it is apparent from the research, the number of national geoportals in the European Union and European Economic Area countries increased in the years 2004.2009 from 2 to 28. An impulse for theirs development was provided by legal regulations contained in sections 14, 15 of the preamble and in the article 18 of the Directive 2007/2/EC (INSPIRE). This development implies the need for analysis of the work progress on national geoportals as well as identification of opportunities, limitations and conditions of their further development. The scope of the research covered the analysis of organizational and technical contents, available data and metadata (including restrictions in general access to data), functions as well as services offered by geoportals of the European Union and European Economic Area countries. All analysed geoportals were classified according to some criteria, and major factors affecting opportunities and constraints to their development were identified.
