Wymiana towarowa będąca podstawą funkcjonowania gospodarki rynkowej może być realizowana z wykorzystaniem określonej infrastruktury. Ta z kolei może być związana ze sferą techniczną, ekonomiczną lub informatyczną w zależności od tego, czy mówimy o fizycznym przepływie dóbr i towarów, generowanych analizie kosztów generowanych na poszczególnych etapach, czy tez o przepływie informacji o stanie tych towarów i realizowanych procesach. Dla zobrazowania i modelowania tych zagadnień często mówi się o łańcuchu, który wiąże poszczególnych uczestników tego transferu dóbr i informacji. W rzeczywistości mamy do czynienia nie z łańcuchem, lecz z siecią wykorzystującą infrastrukturę liniową i punktową. Powiązania liniowe to przede wszystkim infrastruktura transportowa - drogi, linie kolejowe, drogi wodne śródlądowe i morskie, linie energetyczne, rurociągi - ale również linie telefoniczne i radiowe a także satelitarne połączenia komunikacyjne. Elementy punktowe to miejsca nadania i odbioru towarów i dóbr, miejsca ich ulepszania i przetwarzania, a tym samym centra dystrybucyjne i logistyczne. Ich rola i znaczenie w międzynarodowej wymianie towarowej wzrasta z roku na rok. Równocześnie systematycznie budowane i rozbudowywane są zintegrowane centra logistyczne, dostępne dla operatorów logistycznych o różnorodnym profilu działania, a najlepszym przykładem tego jest Francja.

The assumptions of the Lisbon Strategy, as voted by the European Council in 2000, are discussed. The intention of this ambitious program is to cause changes in the economy of the European Union in order to assure it to be the most competitive and the most dynamic economy in the world. However, the evaluation of the state of advancement what concerns these activities, performed in 2004 by a group of experts, does not fill with optimism. In that situation, the European Council has developed directives for all member states that modify the earlier determined objectives. Among them, tasks can be distinguished concerning the sector of transport and the connected therewith transport infrastructure. The development of logistic centers in France is presented. Logistic communities, unofficial agencies and governmental offices suggest creating a network composed of 6-7 logistic platforms with European range. Details of the infrastructure of the multimodal logistic platform DELTA 3, located nearby the metropolis of Lille, in the department Nord--Pas-de-Calais, are described. This platform has started its activities in December 2003. The possibility of using, by the logistic operators, three transport means -- namely road, rail and inland water-way transport -- is worthy of noticing. The platform is servicing the flows of goods from Great Britain to East and Central Europe, as well as from North to South France. Such kinds of projects will be realized in other parts of France in order to stimulate the economic progress of particular regions and to reduce unemployment.
