The authors of this paper define basic terms related to crisis management, such as: hazard, crisis situation, disaster and they present crisis management phases directly related to the management system and decision making system when a threat appears. Actions within the frameworks of a crisis management system require precise definition of tasks for the units at each level of public administration. The differences consist , among others, in changing proportion of management and coordination of tasks. Hence, the paper presents the tasks of municipality, district and voivodeship teams for crisis response and the Governmental Board for Crisis Coordination, including the tasks of crisis management centers at appropriate levels. Realization of tasks related to crisis management requires the units to possess reliable tools which assure effective and efficient operation. Hardware and software used during planning and in emergency situation make our actions more efficient. Crisis Management Department of the Silesian Voivodeship Office in Katowice has been already for a few years using and improving an information flow system for heads of civil defense units, a database, and the program ARCUS. At present, GIS maps are produced for crisis management.. Thematic layers necessary for flood prevention are made in the first place, The use of different formats of data and various types of software may pose some problems in sharing these data and using or editing them by the final user. From this point of view, accepting standards based on spatial information systems and using them in decision support process are necessary. A particular question in the process of creating any database is related to copyrights. Thematic layers in gis systems are prepared by various institutions responsible for collecting or processing them, like voivodeship centers of land surveying and cartography or by expert units. These data are accessible for the needs of a crisis management system, but there are always rules how and who can use them. This means that such information is not accessible today to general public nor to all units in the crisis management system.
