Przedstawione w niniejszym artykule europejskie programy geoinformacyjne INSPIRE i GMES są programami komplementarnymi. Pierwszy z nich ma zagwarantować utworzenie europejskiej infrastruktury dla danych przestrzennych, natomiast drugi nastawiony jest na permanentne monitorowanie naszego kontynentu głównie w celu badania zmian zachodzących w środowisku, jak również na dostarczanie bieżących informacji dla różnych polityk Wspólnoty oraz na potrzeby poszczególnych państw członkowskich. Jest to także szansa dla Polski aby włączyć się aktywnie we wdrażanie tych programów, a tym samym skoordynować działania na szczeblu krajowym w zakresie informacji geoprzestrzennej.

The policy of the European Union must be based on the consistent and up-to date spatial information, necessary both for creation of its policy and for implementation and monitoring of the performance of the European Union directives. Two programmes of the European Union meet these expectations: INSPIRE and GMES. This paper presents both programmes. The works related to the INSPIRE programme, referring to the European Infrastructure for Spatial Information started at the end of 1990s. As a result of the activities of the Experts Group of the programme INSPIRE established in 2001 and several Working Groups, preliminary premises for the INSPIRE programme were made. As a result of the works performed the European Commission elaborated a project of the Directive INSPIRE, which, on 23rd July 2004 was submitted to the Parliament and Council of the European Union for the legislation process. As a result of the work done in both these bodies, the document was issued. The title of the document was: Common Statement of the Council. The document was voted on 13 June 2006, at the plenary session of the European Parliament. The programme GMES (Global Monitoring of Environment and Security) carried out by the European Commission and the European Space Agency refers to permanent monitoring of our continent, mainly land use and land cover and to monitoring of large agglomerations. The main source of information in this programme will be medium and high resolution satellite images.
