An account is presented of the phenomenon observed in polymer composites where fatigue-degraded material gradually loses its short-time test strength. A concept is put forward for evaluating the current safety factor value based on the stipulated strength value corresponding to the assumed confidence level of 95 or 99%. Reported are actual laboratory investigations on the residual strength variation in two structural composites. The results served a basis for comparing safety factors derived from the average and the stipulated strengths. It was demonstrated that the two estimates differ considerably, with a loss of life capacity predicted by the second one being a few times higher.
