Emergence, in case of distance learning systems and in the context of new challenges of educational organizations, means that in the European Higher Education Area exist many educational organizations connected by common standards of the Bologna Process and computer solutions, which provide competences required in the job market by creating a knowledge space. Such situation is different than the state of the education system (including distance learning) until now, where student by choosing a university declared what knowledge he wanted to obtained. The article presents and discusses technical, organizational and social factors which consist for the phenomenon of emergence in distance learning and allow developing new distance learning information systems..
