Budowa obiektów związanych z rozbudową infrastruktury miejskiej, regionalnej, czy krajowej, prowadzona jest od wielu lat w tzw. systemie BOT (buduj - eksploatuj - przekaż), w Polsce nazywanym metodą koncesyjną, lub po prostu koncesją. Autorzy artykułu, naukowcy z Uniwersytetu Innsbruck, omówili: finansowanie budowy obiektów podziemnych w systemie BOT (koncepcja promocji systemu, rozkład ryzyka w procesie inwestycyjnym, standardowe kontrakty dla modeli według BOT); istotę komputerowego modelu oceny ryzyka "KEFIR" (podstawowe niezbędne warunki i wymogi, potencjalne rozwiązania innowacyjne i know-how, oczekiwania stron).

Construction of object connecting with development if a city, regional or a country's infrastructure has been carried since many years in the so called BOT system (Build-Operate-Transfer) and in Poland called a concession method or simply a concession. The authors of the article, scientists from Innsbruck University, discussed: financing of underground objects construction in BOT system (a concept of the system's promotion, risk distribution in investment process, standard contracts for models in conformity with BOT) an essence of computer model of risk assessments ,,KEFIR" (basic, indispensable conditions and requirements, potential innovative solutions and know-how, expectations of the parties).
