Artykuł jest obszernym i interesującym przeglądem opinii i argumentów przede wszystkim jednak przeciwników budowy zapór. Sądzimy, zgodnie z przytoczonym mottem, że nowe zapory są i będą budowane, a inne będą modernizowane lub rozbierane. Niewątpliwie i w tym jesteśmy zgodni z Autorem: decyzje o budowie zapory powinny wynikać z "wyższej konieczności" i być po-przedzone głębokimi studiami i analizami.

The article constitutes a comprehensive and interesting review of opinions and arguments, mostly of opponents of dams building. According to the quoted motto, we are convinced that new dams are and will be cnstructed and others will be modernised or liquidated. We agree with the author that the decisions on building dams should result from the "higher necessity" and be preceded by deep studies and analyses.
