In the paper, the basic restrictions in the starting path development are discussed. The restriction is related to the admitted time delay of 1.5 + 2 hours when the voltage to .thermal power plants must be brought and the auxiliaries of the block in outage must be started. To minimize losses, the commercial electric power plants are to be started and the power supply to the customers is to be restored as soon as possible, even under some risk conditions. In the paper, basic problems related to the start-up path's construction under blackout conditions are discussed and the results of experiments carried out in the Polish Electric Power System (KSE) are reported.
