What is a definition of "a tower block development"? Although everybody intuitively knows what this term refers to, it is not possible to define it precisely without carrying out a wide consultation between architects and urban planners. The term was created by the media and by the folk music groups. One thing that is certain is their pejorative connotation that has been ingrained in social opinion for many years. 'Tower block developments" are always depicted as something to be ashamed of, to be embarrassed of and as something that is to be disapproved of. Such opinions are presented not only by those who criticize the creators of this kind of developments, but also by their very creators. And "the tower block developments "? No matter, whether we want it or not, we have to admit that they exist and that they are going to exist for a long time. Moreover, the new ones -this time called multi family housing development units - are being build now. Small habitation units form architectural compilation that is defined and demanded by the developers; the ways in which the city is to be developed is also determined by them. But when we consider an old "tower block development" in its colloquial meaning- it does not necessarily have to be pejorative. The majority of these developments form housing estates consisting of houses built of prefabricated elements in the!960s, 1970s, 1970s, and 1990s of the 20th c. One of the negative opinions concern the building materials used. It was predicted that houses built from prefabricated elements would fall to pieces during less than twenty years. It has appeared that they can stand for 200years. The doubts concerning the steel joints connecting building elements were also not confirmed. It is true that these houses are energy consuming, but when they have been insulated warmth consumption falls by 40%. Human aspect of these developments is created not only by new forms, greenery, and color and nearby services but also by their inhabitants. The first inhabitants may have come from different places and different social backgrounds, but social status, customs and the level education of their children and grandchildren are very similar. The space between the houses that previously did not belong to anybody is a social space in which community life goes on. What are really recommended here are the activities that would make the developments more human and not more decorative. These developments are the testament of our past and our real history, the history of our architecture and the history of the quests of our architects and town planners.
