W niniejszej pracy zaprezentowano nowe zasady klasyfikacji i znakowania substancji i preparatów niebezpiecznych, które wnosi Globalnie Zharmonizowany System Klasyfikacji i Znakowania Chemikaliów (GHS). Omówiono aktualny stan prawny w UE związany z wejściem w życie systemu REACH i brakiem aktów prawnych umożliwiających implementację GHS. Zaprezentowano szacunki kosztów generowanych podczas wdrażania GHS.

In this work the evaluation of implementation for European Parliament and EU Council Regulation (called REACH shortly), the new rules of classification and labelling of chemical substances and mixtures (preparations) have been presented on the base of Globally Harmonised System of Classification and Labelling of Chemicals (GHS). The assessment has been made taking into account the requirements of REACH on that field in the connection with Directive 67/548/EEC for substances and 1999/45/EC for preparations and a work path of implementing GHS criteria for classification, labelling and hazard communication solutions. The author presented also conclusions about implementation timing of GHS in EU, many important changes of GHS rules made by Commission and working staff of DG ENTR, DG ENV, DG JRC while preparing the legislative proposal implementing the GHS in EU which caused that the UN Draft Regulation has lost its original form. The most important works on GHS Draft Regulation and evaluation of costs have been described in a compact form below.
