An outline of requirements defined by the Frame Directive of the European Union concerning the water politics

Abstrakty
Ramowa Dyrektywa Wodna UE została ustanowiona w wyniku procesu zapoczątkowanego na seminarium ministerialnym Wspólnoty we Frankfurcie (1988) - we wnioskach z tego seminarium zalecono przygotowanie propozycji zmierzających do polepszenia jakości wód powierzchniowych. Analogiczne wytyczne dla ochrony zasobów wód podziemnych można znaleźć we wnioskach seminarium w Hadze (1991). Rada Unii w rezolucjach z lutego 1992 i 1995 r. wzmocniła te konkluzje, zlecając przygotowanie generalnych założeń polityki wodnej w formie dyrektywy dla państw członkowskich. Od 1996 r. kolejne gremia precyzowały zagadnienia szczegółowe, a ukoronowaniem tego legislacyjnego procesu jest akceptacja Dyrektywy nr 2000 60 EC przez Parlament i Radę Unii w dniu 23 października 2000 r. Datą, od której dyrektywę należy traktować jako obowiązującą, jest dzień jej opublikowania w dzienniku urzędowym Unii, tj. 22 grudnia 2000 r. Omówiono ważniejsze uwarunkowania wynikające z Ramowej Dyrektywy Wodnej na tle stanu regulacji prawnych w Polsce.
The ED Water Frame Directive has been laid down in result of the process which began at the ministerial seminar of the Community in Frankfurt (1988) -the conclusions of that seminar recommended to prepare proposals aiming at improvement in the quality of surface waters. Analogical guidelines aiming at protection of underground waters one can find in conclusions of the seminar in Hague (1991). The Council of Union in resolutions of February 1992 and 1995 has reinforced those conclusions by commission to prepare the general assumptions for water protection politics in form of directives for member states. Since 1996 the subsequent bodies defined particular problems and an honourable end of that legislative process was acceptation of the Directive 2000/60/EC by the Parliament and the Council of the EU (October 23, 2000). The data from which the directive is to be treated as obligatory is the day of its publication in the official gazette of the Union - December 22, 2000. In the paper there have been discussed the matters of major importance resulting from the Water Frame Directive on the background of the state of legal regulations in Poland.
