Prezentujemy artykuł dwóch autorów zasłużonych dla gospodarki wodnej i naszego czasopisma pod znamiennym tytułem, z nadzieją, że pobudzi on wyobraźnię i odwagę ludzi gospodarki wodnej w naszym kraju. Ze względów technicznych artykuł będziemy drukować w dwóch kolejnych odcinkach.

We present under that symptomatic title the paper by two Authors which are persons meritorious for the water management and our magazine in the hope that it will stimulate the imagination and courage of people dealing with water management in our country. Because of technical reasons the paper will be published in two successive fragments.
