The Author takes a try at comparing the achieved results with plans, with special regard to the financial aspects of the problem. He presents three causes of the increase in costs: political decisions, local conditions and duration of the investment process. The main conclusion ensuing from the paper is the necessity for broader introducing of economic analyses and activities aimed at optimum solutions in preparation and realization of the project.
