Omówiono koncepcję usługi powszechnej w warunkach telekomunikacji urynkowionej, jako jednego z instrumentów realizacji programu eEurope w Unii Europejskiej. Podkreślono, że podstawowe zalecenia dyrektywy o usłudze powszechnej pozostają w ścisłym związku z potencjałem społeczno-gospodarczym krajów wysoko uprzemysłowionych. Przeanalizowano specyfikę problematyki usługi powszechnej w nowo przyjętych państwach członkowskich UE, zwracając uwagę na niski wskaźnik zamożności społeczeństw oraz niedorozwój infrastruktury stacjonarnej przy jednoczesnym szybkim rozwoju telekomunikacji komórkowej w tych krajach.

The concept of the universal service in the market-based telecommunications as one of the eEurope program implementation instruments in the EU has been discussed. It has been stressed that main recommendations of the universal service directive are linked to the socio-economic potential of the highly developed countries. Universal service specific issues in newly joint EU member states have been analysed pointing out their low wealth index and undeveloped fixed line infrastructure and at the same time dynamic growth in mobile telecommunications.
