Strategia rozwoju Elektrowni Bełchatów podporządkowana jest wymaganiom konkurencyjności na współczesnym europejskim rynku energii. W obliczu dynamicznych zmian w Europie nie istnieje alternatywna droga rozwoju dla Elektrowni Bełchatów, oprócz obecnej strategii zapewniającej racjonalne wykorzystanie dostępnych złóż węgla brunatnego i osiągnięcie wysokich parametrów eksploatacyjnych w zgodzie z ekologią.
