The rules applied to waste storage were determined by regulations of EU Council Instruction 1999/31/EC, dated 26 April 1999, concerning waste storage yards. The Instruction was created from the pack of several instructions and decisions governing waste procedures and management in EU countries. Introduction of the new system of legal regulations concerning waste management in Poland brought the detailed procedures about formation, exploitation, monitoring and closing the waste storage yards. New law regulations are transposition of acts obligatory in European Union to Polish environmental legislation governing waste management problems.
