Przedstawiono cele polityki telekomunikacyjnej państwa i wpływ zasad rozliczeń między operatorami telekomunikacyjnymi na realizację tych celów. Przedstawiono zasady i metody ustalania stawek rozliczeniowych, w tym metody kosztowe. Zaprezentowano stawki rozliczeniowe w krajach UE oraz na ich tle propozycje stawek rozliczeniowych dla polskich operatorów stacjonarnych sieci telefonicznych. Zaprezentowano schemat postępowania dla regulatora polskiego rynku telekomunikacyjnego w sprawie dojścia do właściwych stawek rozliczeniowych.

The following topics are presented in the article. The goals of the policy of the public telecommunication and the influence of the interconnection rules between telecom operators on the realisation of those goals. The rules and methods of setting the rates of interconnection, including cost methods. The rates of interconnection in the UE countries, and based on them, the propositions of the interconnection rates for Plish operators of the wire telephone networks. proposed scheme of proceeding for NRA as far as the interconnection rates are concerned.
