PL

Artykuł podejmuje problem efektywności systemów opłat transportowych w zakresie opłat za użytkowanie infrastruktury. System efektywny powinien zapewnić pełne pokrycie kosztów, ponadto dobrze przenosić koszty na poszczególne kategorie użytkowników. Problem ten analizowany jest poprzez ukazanie modelowych zasad funkcjonowania takiego systemu opłat, następnie zaś oceniana jest specyfika gałęziowa wpływająca na rozwiązania modelowe. Również pod kątem efektywności ocenione zostały obecnie istniejące systemy opłat w poszczególnych gałęziach.

The paper deals with the problem of efficient charging systems for transport infrastructure use. Main problem here lies in the idea that charging should at least recover costs of infrastructure maintenance and renewals. Theoretical optimal efficient charging is discussed with regard to modes specific features. Also current situation in regard to charging practice in each of the modes is analysed.
