Z racji bezpośredniej bliskości geograficznej i złożonej sieci powiązań historycznych, politycznych, gospodarczych i społecznokulturowych, Unia Europejska od lat sześćdziesiątych buduje relacje z państwami basenu Morza Śródziemnego, regionu zwanego MENA (Middle East and North Africa), przy czym szczególne miejsce w jej polityce zajmują państwa Maghrebu - Królestwo Maroka, Algierska Republika Ludowo-Demokratyczna i Republika Tunezji. Polityka śródziemnomorska Unii Europejskiej ulegała ewolucji na przestrzeni lat, co zarazem miało wpływ na jej skuteczność. Artykuł ma na celu prześledzenie tej ewolucji oraz ocenę skuteczności polityki unijnej na przykładzie osiągnięć transformacji państw Maghrebu. Pierwsza część artykułu przedstawia zarys polityki śródziemnomorskiej do 2005 roku tj. do momentu sformułowania Europejskiej Polityki Sąsiedztwa oraz związanych z nią Planów Działań., Część druga dotyczy okresu późniejszego i zawiera całościową ocenę procesu euro-śródziemnomorskiego, oraz jego implikacji dla Polski jako kraju członkowskiego UE.

Over the last forty years, the European Union, due to its geographical proximity as well as complex historical, political and economic interconnections, has established a privileged relation with the Middle East and North Africa region - Morocco, Algeria and Tunisia enjoy special position within his framework. The Mediterranean policy of the European Union has evolved from bilateral relations that were mainly based on trade issues in the late 1960's to a multidimensional Euro-Mediterranean Partnership established in 1995, which was further reinforced with the launch of the European Neighbourhood Policy on the eve of the 2004 EU enlargement. In current context, the key success factor for EU policy is the progress achieved by Euro-Mediterranean partners in their political and socio-economic transformation that depends strongly on their political commitment as well as effectiveness in taking advantage of the EU integration offer. The first part of the paper describes the content of EU Policy until mid-2005 i.e. defining the European Neighbourhood Policy and related Action Plans. The second part depicts the subsequent period of 2005-2007and includes an overall evaluation of Euro-Mediterranean process based on economic transformation achieved by the three Maghreb countries. The second part will also present the implications of Euro-Mediterranean process for Poland.
