PL

Artykuł jest jednym z serii publikacji analizujących Narodowy Planu Rozwoju. Zwrócono w nim szczególną uwagę na rolę, którą twórcy planu rozwoju przypisali infrastrukturze w ogóle, a infrastrukturze transportowej w szczególności. Pozytywnie oceniono uznanie infrastruktury za jeden z dominujących czynników zapewniających wzrost gospodarczy, gwarantujący zrównoważony rozwój kraju. Podkreślono znaczenie właściwego i skrupulatnego przygotowania organizacyjno-logistycznego szczegółowych programów operacyjnych i sektorowych. Zauważono, że takie podejście powinno zapewnić zharmonizowanie przestrzegania ładu przestrzennego z racjonalnymi potrzebami społecznymi nie tylko w skali kraju, ale w równym stopniu w poszczególnych jego regionach. Ta ostatnia kwestia może mieć zasadnicze znaczenie dla uzyskania, istotnego dla realizacji inwestycji infrastrukturalnych, wsparcia finansowego ze strony Unii Europejskiej.

The article is one from the series of publications which analyses the National Development Plan. It concentrates on the role which the authors of the National Development Plan paid to the infrastructure especially transport infrastructure problems. In the article, the recognition of infrastructure development as a dominant factor which secures the economic growth and guarantees sustainable country development has been positively assessed. It has been also emphasized the role of the properly and meticulously organizational and logistical preparation of detailed operational and sectoral programs which in the National Development Plan has been ascribed. It has been noticed that such approach should harmonise the obeying space order with rational social needs not only In tha scale of the whole country but also individual regeions. This last issue may play crutial role in gaining consderable financial suportfrom the European Union for the realization of infrastructure investments.
