The paper refers to theoretical basis and history of Intelligent Transport Systems. The first the term telematics was created in 1978, then transport telematics in 1990 and its synonymous term - Intelligent Transportation Systems (ITS) were approved in 1994 on the world ITS Congress in France. Furthermore the development of Intelligent Transportation Systems has been presented, especially general policy of many ITS associations all over the world: ITSS, ERTICO, ITS America, Australia, Japan and Poland.

Referat dotyczy teoretycznych podstaw i historii inteligentnych systemów transportowych. Termin telematyka został wprowadzony w 1978 roku, następnie telematyka Transportu na początku 1990 roku, synonim tego terminu - inteligentne systemy transportowe - został zatwierdzony w 1994 roku, podczas pierwszego światowego kongresu ITS w Paryżu. Ponadto scharakteryzowano rozwój inteligentnych systemów transportowych oraz ogólną politykę towarzystw ITS na całym świecie: ITSS, ERTICO, ITS Ameryka, ITS Australia, ITS Japonia oraz ITS Polska.
