PL

Artykuł dotyczy problemu zapisu norm prawnych w postaci umożliwiającej systemom komputerowym automatyczne przetwarzanie treści tych norm i ich interpretowanie. Artykuł przedstawia możliwości wykorzystania komputerów do podawania bieżącego stanu prawnego oraz pełnienia funkcji doradczej. W artykule opisana jest realizacja tego zagadnienia opierająca się na zapisie norm prawnych w postaci ontologii wyrażonych w języku OWL. Zapis norm prawnych w postaci ontologii pozwala na porównywanie ze sobą treści tych norm oraz rozstrzyganie, które normy mają zastosowanie w określonej sytuacji. W artykule przedstawione są zarówno dotychczas stosowane metody, jak i propozycje nowych rozwiązań polegające na wykorzystaniu kontrolowanego języka naturalnego o nazwie Sydney OWL Syntax.

The paper is devoted to expressing legal norms in the form enabling computer systems processing and interpretation of these norms. The paper presents the usage of computers to provide the actual legal situation and to perform the role of a legal advisor. Implementation of these ideas on the basis of expressing legal norms in the form of ontologies in OWL language is described. Presenting norms as ontologies makes it possible to compare different norms and determine which norms are valid in particular circumstances. The paper presents both currently used methods and proposal of new ones based on taking advantage of the controlled natural language called Sydney OWL Syntax.
