Obecny stan rynku mleka charakteryzuje przyspieszeni tempa spadku pogłowia krów. Szansą przyspieszenia niezbędnej restrukturyzacji polskiego mleczarstwa jest objęcie rynku mleka regulacjami na wzór wspólnotowych. Projekt ustawy regulującej rynek, mleka złożony w sejmie wprowadzić ma wszystkie instrumenty wsparcia rynkowego stosowane w UE oraz system kwot, który będzie obowiązywał z dniem akcesji. Jest to trudne przedsięwzięcie: nakłada na rolników, podmioty skupujące oraz Agencje Rynku Rolnego wiele obowiązków, ogranicza swobodę podejmowania decyzji, a także generuje powstanie dodatkowych kosztów. Sprawny system administrowania kwotami mlecznymi prowadzi do zmniejszenia liczby gospodarstw, w których kwoty przekroczono lub ich nie wykorzystano.

The prospect of rapid integration with European Union incites to ask questions about the future of Polish dairy in the integrated Europe. The present state of milk market in Poland, where the number of cows decreases dramatically and milk production is alarmingly low, brings doubts whether the acceleration of restructuring of raw materials basis is sufficient in the view of cutting the technological distance between Polish and the UE dairy. The chance for accelerating the necessary restructuring of Polish dairy lays in covering Polish milk market with community-like regulations. The draft law regulating mil market submitted to the Seym (Deputy Chamber) introduces all mark instruments applied in the EU, as well as quota system which will be in force on the day of accession. Since it is a very difficult enterprise which puts on purchasers and Agricultural Market Agency many m responsibilities, the draft requires intensive preliminary preparation. Moreover, it limits liberty of decision making and generates additional costs. The efficient operational for milk quotas are overrun and those where quotas are not fully used, is essential for thorough utilization future EU assistance for this sector.
