Formułując zadania polityki rządu wobec sektora MŚP w artykule określono 2 grupy czynników: uwarunkowania wewnętrzne, wynikające z cech, zalet i słabości przedsiębiorstw sektora MŚP oraz uwarunkowania zewnętrzne, tworzące bariery rozwoju tego sektora. Na tym tle określono cele i instrumenty polityki rządu, realizowane w latach 1995-1997 i dokonano ich oceny. Sformułowane na lata 1998-2001 zadania polityki dotyczą: konkurencyjności sektora MŚP, eksportu sektora MŚP, nakładów inwestycyjnych w sektorze MŚP.

The article deals with the characteristics of Polish small-medium-enterprises that have been a dynamically developing sector after 1990. The sector has been put against the background of tasks it is facing before Poland joint the EU. The first part of the article characterizes the stare of development of the sector in 1996. This made it possible to define the nature, advantages and disadvantages of small-medium-enterprises. Then follow the government's goals and instruments concerned with the sector and the evaluation of their operation in 1995-1997. Hence the tasks of government's policy towards the small-medium-enterprises for 1998-2001 have been formulated.
