Przedstawiono przyczyny i przesłanki uzasadniające potrzebę zastosowania nowych zasad postępowania w odniesieniu do niebezpiecznych substancji chemicznych w Unii Europejskiej: duże narażenie pracowników na działanie substancji chemicznych, nieskuteczność obecnego prawodawstwa Wspólnotowego dotyczącego substancji chemicznych w zakresie zapewnienia bezpieczeństwa i zdrowia pracowników, konsumentów oraz środowiska naturalnego.

The grounds and premises that justify the necessity to implement in the European Union the new policy and procedures concerning dangerous chemicals have been presented: big exposition of workers to chemical substances, ineffectiveness of the existing. Community legislation on chemical agents in the area of safety and health of workers, consumers and environment protection.
