This papers describes briefly a new model of the Cottrell atmosphere, which is based on the theory of complex cooperative phenomena. It is recognized that motion of dislocations dragging along the Cottrell cloud of foreign interstitial atoms (FIAs) under the action of an external harmonic stress field can be described by the relaxation function which may continuously cross over from a Debye function to a stretched exponential function. The one-sided Fourier transform of the derivative of the normalized relaxation function gives the same asymmetry of the carbon Snoek-Koster peak as observed in deformed ultra-high purity iron and in steel sheets after cold rolling. The effective diffusion coefficient of the FIAs in the Cottrell claud is lower than diffusion coefficient of the FIAs in a perfect bcc lattice.
