PL

W warunkach rynkowych dokładna znajomość poziomu kosztów pozwala na urealnienie opłat za użytkowanie transportu kolejowego. Jest to też warunek realizacji jednego z założeń rządowego programu rozwoju transportu kolejowego, w którym zawarto między innymi następujące stwierdzenie: "ustalaniu cen na usługi świadczone wewnątrz Grupy PKP na poziomie minimalnej rentowności". Równie istotne jest znalezienie właściwej relacji między ruchem pojazdów wpływających na zużycie infrastruktury drogowej a strukturą oraz poziomem nakładów kapitałowych wymaganych do jej wytworzenia, modernizacji i utrzymania. Oznacza to równocześnie konieczność poszukiwania odpowiedniej alokacji tych nakładów mię.dzy poszczególnych użytkowników infrastruktury, w taki sposób, aby uniknąć niesprawiedliwego podziału i dyskryminacji któregokolwiek z nich, a jednocześnie zapewnić stabilne źródło ich dalszego finansowania.
