Dominacja strategii gałęziowej, a nie systemowo-sektorowej w tym procesie. Zmieniające się sposoby podejścia, priorytety i koncepcje. Konflikt celów ekonomicznych ze społecznymi i ekologicznymi. Współczesne cele i zadania polityki transportowej UE. Jej słabe strony i bariery w sferze aplikacji oraz proponowane metody ich usuwania.

The historical review of the following documents of the European Community creating the legal basis of establishing of common transport policy together with the estimation of theirs effectiveness. Domination of the branch strategy and not a system - sector one in this process. Changing ways of approach, priorities as well as conceptions. Conflict of economic targets with the social and ecological ones. The contemporary both targets and tasks of the European Union transport policy. Its weak points as well as the barriers in the application sphere and proposed methods of its removal.
