Przegląd procesu wdrażania instrumentów europejskiej polityki transportowej w tych krajach. Bariery realizacji celów Białej Księgi 2001 na poziomie krajowym. Różnice w poziomie wdrożenia założeń europejskiej polityki transportowej w nowych krajach członkowskich i w krajach UE-15.
