Dotychczasowe doświadczenia w liberalizacji i deregulacji transportu UE. Pozytywne efekty: wzrost produktywności, obniżka cen usług i wzrost konkurencyjności przedsiębiorstw w tych gałęziach transportu, których liberalizowano dostęp do rynków przewozowych. Brak politycznej woli liberalizacji dostępu do zarządzania infrastrukturą transportową i konsekwencje. Kosztowne słabości systemu wspólnotowego finansowania europejskiej infrastruktury transportu i propozycje zmian.

The previous experiences within the liberalization and the irregularity of the European Union transport. The positive effects: The Productivity growth, the prices of services diminution and the increase of enterprises competitiveness within these transport branches, in which an access to the transport markets was liberalized. The lack of political will of access liberalization for the transport infrastructure management and the consequences. The expensive weaknesses of the system of the common financing of the European transport infrastructure and the proposals of changes.
