Ogólne założenia i przesłanki rozwoju polityki transportowej UE. Trudności realizacyjne strategii ukierunkowanej na wspieranie rozwoju proekologicznych gałęzi i technologii transportu. Próba oceny dotychczasowych dokonań w tym zakresie. Propozycje ewentualnej weryfikacji celów tej polityki i instrumentów ich realizacji z uwzględnieniem faktu, że sektor transportu UE działa w otoczeniu typowo rynkowym o różnym stopniu liberalizacji i/lub regulacji. System transportu RP jako obszar regulacji - problemy dostosowawcze sfery realnej do wymagań polityki transportowej UE oraz granice spójności i rozbieżności. Ocena poziomu absorpcji przez Polskę mechanizmu regulacji UE.

The general assumptions and premises of the development of European Union transport policy. The realization difficulties of the strategy being oriented towards support of the pro-ecological branches and technology of transport development. Estimation Attempt of the achievements made up to now within this range. The proposals of eventual verification of purposes of this policy and the instruments of their - i.e. the purposes realization with taking into consideration the fact, that the European Union sector of transport is functioning in the typically marketable environment with the various liberalization degree and/or regulation. The system of transport of Poland as an adjustment area - i.e. the readjustment problems of the real sphere to the European Union transport policy requirements as well as the limits of coherence and divergence. The evaluation of absorption level of the European Union adjustment mechanism by Poland.
