A list of the most important determinants of city development, common for all Polish cities, is as follows: city sprawl, lack of spatial harmony and real urban design, lack of any trace of physical planning standards adopted before in different EU countries, lack of professional city management, governance included. This is not a final list, it is rather subjectively prepared register of factors stopping Polish cities to achieve qualitative development. There is visible only quantitative once, and it beneficiaries are only some groups of inhabitants. To obtain the former some other conditions should be fulfilled. In the very beginning the IDEA, the base to formulate strategic and operational goal is needed. From the IDEA the SPATIAL SCHEME (master plane) would be drawn. Next - the LOCAL PLAN.Such a sequence could give us distinctness of any part of a city, readable borders and nodal points, proper dimensions of city elements, easy to be understood by inhabitants, and local, specific character of city tissue as a synthetic of built and natural environment.
