Znaczenie transportu dla UE-25 i dla Polski. Działalność Parlamentu Europejskiego w nowej kadencji. Krytyczny przegląd rozpatrywanych obecnie projektów rozporządzeń i dyrektyw UE. Zamiary i wysiłki UE a ochrona własnych rynków transportowych i interesów przez państwa członkowskie. Potrzeba zdynamizowania rozwoju transportu, w tym konieczność reformy w kolejnictwie. Brak prorozwojowych decyzji dotyczących deregulacji i liberalizacji w sektorze transportu.
