Influence of the competition regulation on new investments and market structure in the electronic communications sector

Abstrakty
Przedstawiono wpływ regulacji konkurencji, zgodnie z postanowieniami pakietu regulacyjnego 2002, na podejmowanie nowych inwestycji typu greenfield, niezbędnych do realizacji nowego etapu strategii lizbońskiej i2010. Scharakteryzowano w zarysie zasady regulacji konkurencji na rynku komunikacji elektronicznej na obecnym etapie, z uwypukleniem szczególnej roli konkurencji usługowej oraz zależności między realizowaną polityką regulacyjną a inicjatywami inwestycyjnymi i innowacyjnymi operatorów. Na podstawie analizy dokumentów, wypowiedzi oraz materiałów prasowych zaprezentowano krytyczne spojrzenie na regulację konkurencji w nowych warunkach biznesowych w Unii Europejskiej, zwracając przy tym szczególną uwagę na rozwój usług dostępu szerokopasmowego.
According to the 2002 regulatory package the influence of the competition regulation on the undertaking of new "greenfield" investments has been presented as being necessary to fulfill the next phase of the Lisbon strategy i2010. Current principles of competition regulation of the electronic communications market have been briefly characterised, pointing out special role of the service competition and interrelations between current regulatory policy and infrastructure investments and innovative initiatives of the operators. Analysis of the available documents, statements and press articles has led to a critical view on the competition regulation in the new business conditions in the EU, with special attention paid to evolution of broadband services.
