W artykule przedstawiono prawne, organizacyjne i techniczne aspekty wdrożenia w przedsiębiorstwach kolejowych państw członków Unii Europejskiej, systemu wspomagającego interoperacyjność kolejowych przewozów towarowych. Celem systemu jest wzmocnienie rynkowej pozycji kolejowych przewoźników towarowych, w stosunku do transportu drogowego. TSI TAF (Techniczne Specyfikacje Interoperacyjności, Telematyczne Aplikacje dla Przewozów Towarowych) jest systemem obejmującym dwa aspekty. Część techniczna obejmuje opracowanie i wdrożenie systemu informatycznego umożliwiającego przesyłanie komunikatów między różnymi przedsiębiorstwami kolejowymi w Europie. System w możliwie bezinwazyjny sposób będzie się łączył ze sobą lokalne systemy informatyczne wspomagające przewozy towarowe. System będzie przesyłać zaszyfrowane dane w postaci komunikatów. System TSI TAF składać się będzie z modułu centralnego, który umożliwi administrowanie systemem. W module centralnym zapisane będą także dane referencyjne i pliki danych słownikowych wspólnych dla wszystkich użytkowników. Poszczególne systemy krajowe będą komunikować się ze sobą, poprzez lokalnie zainstalowane instancje Interfejsu Uniwersalnego (Common Interface). Część funkcjonalna systemu obejmuje komunikaty, które będą przesyłane między użytkownikami systemu. Opis każdego komunikatu obejmuje zawartość i okoliczności, które determinują jego nadanie. Poza budową części wspólnej - europejską, system wymagać będzie dostosowania aplikacji krajowych. Nieodzowne będzie zbudowanie infrastruktury przejściowej i modułów wewnętrznych, które w bezpieczny i precyzyjny sposób zinterpretują nadesłane zapytania i wygenerują właściwą odpowiedź.
This article presents the legal, organizational and technical aspects of implementation among the rail members of the European Union countries to assist the interoperability of rail freight services. Its purpose is to strengthen the market position of the rail freight, compared to the road transport. TSI TAF (Technical Specifications for Interoperability, Telematic applications for freight) is a system consisting of two aspects. The technical part covers the development and implementation of an information system capable of sending messages between the various railway companies in Europe. The system, in not intrusive way, will connect with each other local information systems supporting freight transport. The system will send encrypted data in the form of messages. TAF TSI system will consist of a central module, which will administer the system. In the module will also be centrally stored reference data dictionary and data files shared by all users. The different national systems will communicate with each other, through the locally installed instances of the Common Interface. The functional part of the system includes messages that will be sent between users of the system. A description of each message includes the content and the circumstances which determine its usage. In addition to the construction of the common - the European part, system will require the adaptation of national applications. It will b essential to build the transition infrastructure and internal modules which safely and accurately interpret a received query and generate an appropriate response.
