In this paper, we derive a new model of a radio access system based on a multi-service stochastic knapsack. The stochastic knapsack allows evaluation of the capacity, throughput and blocking probability in a radio access network. The model considers the nonuniform geographic distribution of radio link capacity and traffic load, which are key aspects for system capacity in a realistic radio environment. We also present how the model can be extended to investigate multi-radio access networks with an overlay of different radio cells. For that purpose we investigate different access allocation strategies. We discuss for what scenarios the model is suited, and also pinpoint limitations of the model.
