Negative effects of innovations in the European public administration organisations

In this publication the author discusses the results of surveys on commonness appearance of the negative influence of new or significantly improved services, processes or organizational methods, introduced since January 2008 in the public administration organisations functioning in the Member States of the European Union. The statistic-comparative analysis of these results indicates, that introduced innovations mostly are accompanied by negative effects in form: 1) creating additional administrative costs, 2) creating user resistance or dissatisfaction, 3) reducing the types or flexibility of services. Elimination these phenomenons requires the change of managers'mentality and common applying innovation and by innovation management.
