In the last year, in Wales-G.Britain, happened very deep and principal changes in local government activities. The modernization in law influenced on political changes, and the range of tasks was expanded. The crucial elements are directed to the social leadership and continuous improvement in quality, considering the public service area. Local government in Wrexham has 52 members, but 10 persons from them belong to the Executive Board, undertaking all decisions necessary for the realization of the policy elaborated. Other members help in the development of this policy but have not the responsibility for the decisions, investigating them before and after implementation very precisely as well. In the new system applied, was established a Commission for Standardization, which supervises the correct performance, according to administrative regulations needs. But the company image is a dynamic phenomena, where the adequate proper application finds even the social psychology as well. The relationships of human beings with some organizations have very often emotional aspects. The word "quality" itself is positively received too, without additional explanations. Therefore the determination "we have quality certificate" acts positively for all people, independent of their positions and placements. Practically in the article are its four managerial aspects and meanings presented: promotional, building of corporate culture, significant improvement of internal communication and actuation, for external information (communication). These conclusions are by real examples confirmed, which are in the publication widely described.
