Przedstawiono koncepcję nowego systemu finansowania inwestycji energooszczędnościowych w budynkach użyteczności publicznej utrzymywanych ze środków miast czy gmin. Przedstawiono schemat metody, sposoby przepływu środków finansowych oraz możliwość jej zastosowania w warunkach polskich. Opis metody uzupełniono przykładem jej realizacji w Urzędzie Miasta Jordanowa, dotyczącej efektywnego energetycznie oświetlenia. Projekt współfinansowany jest przez program SAVE Unii Europejskiej.

The paper presents an innovative concept for management and funding energy saving investments in public buildings. Being similar to performance contracting, PICO represents a way to enable energy saving investments to be financed by a kind of "inhouse" third-party financing or internal energy performance contracting scheme. The PICO mechanism may become an attractive solution in Poland, as it may bring the costs of the investment down or, at least, let the money that would be otherwise taken away by an ESCO as its profit, to stay "in town". It would also help overcome the psychological barrier, which often paralyses the ESCO initiatives in Poland. At present AGH and FEWE work on a pilot PICO project in Jordanów: the PICO Light (The Pilot Projects on Energy-Efficient Lighting in Public Buildings) within the EU SAVE programme. The main objective of the PICO Light project as far as Poland is concerned, is to transfer, promote, test and disseminate the PICO concept and adapt it to local conditions. A secondary objective of the project is to analyse the overall public procurement process of lighting and other building energy end-use technologies.
