Spójność terytorialna jest pojęciem wielowymiarowym i bogatym, które pojawiło się w dyskusji teoretycznej nad modelami, scenariuszami rozwoju Europy oraz metodami prowadzenia analiz przestrzennych. Dyskusje wśród akademików, znawców planowania zaowocowały różnymi podejściami do definicji, bowiem nie jest łatwym zadaniem określić ramy uniwersalne i skwantyfikować pojęcie odnoszące się do przestrzeni, które wyraża relacje w wielu wymiarach, spójność na poziomie europejskim, krajowym czy lokalnym może wyglądać całkiem inaczej.

The concept of „territorial cohesion” formally appeared in EU official legislation with the 1997 Treaty of Amsterdam, in relation to ”services of general interests” which cannot be provided by the market in some peripheral EU regions. Since than „territorial cohesion” become a main element on the EU policy through the European Spatial Development Perspective (ESDP) in 1999 and the Third Cohesion Report in 2003 but it is still open to various interpretations linked to national contexts. Territorial cohesion is described in a simple way as a territorial dimension of sustainable development but it is combination of development in place, notions of coherence (territoria integration) and solidarity (territorial equity) [Faludi 2007]. Historical ESDP have opened up new possibilities for utilising new and underused territorial potentials for the development of places. Understanding the position of one's in a larger territorial context and including a European perspective in strategy building and policy making is of major importance in developing new regional policy approaches, and a corner stone of the European Observation Network for Territorial Development and Cohesion, (ESPON) Programme. The programme contribute to an European knowledge base on territorial development and cohesion, including data, indicators, typologies, models and maps.
