Lata osiemdziesiąte i dziewięćdziesiąte XX wieku przyniosły na święcie zainteresowanie rozwojem gospodarczym, który nie byłby sprzeczny z wymaganiami ochrony środowiska. Zainteresowanie to doprowadziło do powstania koncepcji trwałego rozwoju (sustainable development), która w Polsce rozpowszechniła się głównie pod nazwą "ekorozwoju". Według klasycznej definicji1 rozwój trwały to taki, który zaspokaja potrzeby bieżącego pokolenia bez uszczerbku dla szans na zaspokojenie analogicznych potrzeb w przyszłości. Tymczasem czynnikiem, który kształtował koncepcje polityki państwa w Polsce po 1989 roku było właśnie umożliwienie krajowi długookresowego wzrostu dobrobytu. W tym sensie trwałość rozwoju stała się teoretycznie głównym motywem działań rządu. Ale tylko teoretycznie, ponieważ w praktyce polityka tworzyła się pod presją rozmaitych nacisków, by zaspokajać bieżące potrzeby, choćby kosztem przyszłości. Celem niniejszego artykułu jest ukazanie, w jaki sposób w dziesięcioleciu 1989-1999 zasady ekorozwoju ścierały się w Polsce z alternatywnymi koncepcjami roli państwa jako podmiotu polityki ekologicznej.

The concept of sustainable development has been known in Poland as ecodevelop- ment. The classic definition describes sustainable development as the development which satisfies the needs of the contemporary generation while respecting the possibilities of satisfaction of similar needs in the future. The author writes about the combat between the principles of sustainable development and alternative concepts of the role of the state as the subject of ecological policy in the years 1989-99. The analysis carried out by the author proves that from the very beginning of the transformation period the government has accepted ecodevelopment as the starting point for the long-term environmental strategies. The creation and the role of public documents in that regard show, however, that the principles of sustainable development are not generally accepted and that they are rather treated as postulates and not as guidelines for acting. Therefore, it can hardly be stated that sustainable development constitutes the basis of any policy. Nevertheless, we can talk about positive effects of the first decade of the transformation process in some areas of ecological policy in Poland. This refers mainly to emissions and pollution and natural resources utilisation.
