Among the major problems of the existing European electricity market are the so-called unplanned power flows resulting from insufficient correlation between the electricity trading principles and the laws of physics in the power system. Nowadays at many European borders the unplanned power flows are significantly higher than the commercial volumes of power. Having been detected by PSE Operator years ago, this phenomenon is now widely acknowledged by the TSOs as well as ENTSO-E and the European Commission. In March 2012, a common stand was announced by PSE Operator and Czech, Slovakian and Hungarian TSOs on limiting the unplanned power flows. They unanimously called for enhancing market mechanism, including a change in market area configurations and observance of the requirement to coordinate power exchange.
