The article presents solutions adopted in France, Germany, Sweden and Switzerland in the protection of population area. The author has tried to present the place of the fire brigade in the general rescue and emergency system and also the role the territorial local governments play to create this system and security in their region. Moreover a general rescue structure in the population protection area has been described. The joint actions' elements of the fire brigade with other Civil Defence units have been particularly stressed. The experiences of the countries under discussion may be very useful to improve security in Poland after conducting the public administration reform and connected with it changes of rescue forces services together with moving the responsibility onto the poviat level. The part entitled "The Usefulness of European Solutions in Poland" includes conclusions relating to advantages and threats that may arise after adopting these solutions indiscriminately.
