PL

Celem niniejszego artykułu jest identyfikacja roli i zakresu koordynacji sieciowej w zarządzaniu bezpieczeństwem publicznym. Cel ten osiągnięto na podstawie przeglądu literatury oraz badań empirycznych. W toku rozważań scharakteryzowano koncepcję koordynacji i jej motywy, a także przedstawiono cechy koordynacji sieciowej. Ponadto zanalizowano istniejące zależności, powiązania sieciowe oraz metody koordynacji stosowane w zarządzaniu bezpieczeństwem publicznym. W rezultacie stwierdzono, że koordynacja w zarządzaniu bezpieczeństwem publicznym ma charakter międzyorganizacyjny i jest sposobem organizowania zadań niezależnych jednostek na podstawie norm społecznych, które ułatwiają adaptację do dynamicznych i zmiennych warunków działania.

The goal of this article is to identify the role and scope of the network governance in public safety management. The article’s goal was reached using desk research analysis and empirical research. In the course of the analysis, the concept of coordination and its motives were characterized and also the features of network governance were presented. Furthermore, existing interdependencies, network connections and coordination methods used in public safety management were analyzed. As a result it was found that the coordination in public safety management has an interorganizational character and it is a way to organize actions of independent units based on social standards facilitating adaptation to dynamic and complex conditions.
