EN

The term „economic evaluation is reviewed in the framework of a social cost-benefit analysis (SCBA). The term „project“ is put into the context of international cooperation and the general opening of markets. The intellectual evolution of the SCBA is recalled from the classics like the Frenchman Dupuit in the first half of the 19th century about the valuation of public works to the American administrative approaches and their intellectual interpretations to the English attempts to put values on health, life and death. Valuation problems like foreign exchange, labour, land and capital are discussed. The challenges of a closer integration of production, trade and factor mobility are considered. The outlook concentrates on international approaches to an econonomic project evaluation and is financing. It also includes some critical comments on the view of the so-called free-trade theory.

Opisano pojęcie „ocena ekonomiczna” projektów w ramach analizy socjalnego kosztu -pożytku (SCBA). „Projekt” jest użyty w kontekście współpracy międzynarodowej i ogólnego otwarcia rynków. Ewolucja SCBA wywodzi się z klasycznych prac z połowy XIX w. o wycenie prac publicznych przez administracje amerykańską i angielskich usiłowań interpretacji wartości zdrowia, życia i śmierci. Dyskutowane są problemy takie jak wymiana zagraniczna, praca, ziemia i kapitał. Rozważa się pożytki płynące z integracji produkcji, handlu I mobilności czynników. Artykuł koncentruje się na wymianie międzynarodowej względem oceny ekonomicznej projektów i zawiera krytyczne komentarze na temat teorii wolnego handlu.
