Abstrakty

Siły zbrojne to uzbrojone wyspecjalizowane formacje, posiadające monopol na stosowanie siły w stosunkach zewnętrznych, stanowią element systemu politycznego państwa i instrument oddziaływania międzynarodowego. Dominującą tendencją w próbach definiowania tego pojęcia jest uznanie, że formacje tworzące siły zbrojne posiadają równorzędny status i podlegają cywilnemu kierownictwu. Zasadnym jest jednak uwzględnienie dwóch czynników, które powinny współdecydować o nadaniu formacjom zbrojnym danego państwa miana „sił zbrojnych”. Uznając, że siły zbrojne działają w imieniu państwa realizując jego politykę zasadnym jest uwzględnienie czy są one wykorzystywane wyłącznie do realizacji, kreowanych przez społeczeństwo, interesów państwa oraz czy prowadzona formuła działań jest zgodnie z regułami prawa międzynarodowego, zwłaszcza konfliktów zbrojnych i prawa humanitarnego.

The article presents how armed forces function in the organisational structure of the state, taking into account historical processes and contemporary political and legal determinants. It is assumed that armed forces in a post-modern state play the role of an instrument for exerting international influence, which is why it is vital to properly match the concept of building their potential and plans for their use to the strategic objectives of the state. Of equal importance is the implementation of an effective system of control which ensures that their potential is used to achieve the interests of the state rather than the interests of those who are currently in power.
