The Green Book of European Commission, published in 2007 and entitled "Towards a New Culture for Urban Mobility", defined the main transportation challenges facing the cities of Europe. Meeting them requires optimal utilization of various means of public transportation as well as creation of durable and effective models of cooperation between various means of private transportation (car, motorbike, bicycle, walking). The issues concerning urban transportation were outlined in the White Paper entitled "Roadmap to a Single European Transport System..." which mentions the need of integration of, among others, spatial planning, pricing systems, efficient public transportation services and infrastructure for the non-motorized means of transportation as part of urban mobility plans. The article presents the characteristics of urban mobility which is a broad category including such notions as: the spheres of transportation, spatial planning, technical infrastructure, and public finance. With regards to the transport policy of Polish cities these issues have, until now, been addressed in an individual manner. Both the essence and the position of the plan for sustainable urban mobility in the context of a city's strategic planning was discussed. The analysis of the potential barriers for the implementation of sustainable urban mobility plans in Polish cities encourages the proposal of possible solutions that would turn the transportation plan into an important tool in the strategic management of a city.

Zielona Księga Komisji Europejskiej opublikowana w 2007 r. pt. „W kierunku nowej kultury mobilności w mieście” zdefiniowała wyzwania transportowe stojące przed miastami Europy. Sprostanie im wymaga optymalizacji wykorzystania różnorodnych środków transportu zbiorowego oraz stworzenia efektywnych i trwałych modeli współpracy z różnymi rodzajami transportu indywidualnego (samochód, motocykl, rower, przemieszczenia piesze). Zagadnienia transportu w miastach zostały uwypuklone w Białej Księdze „Plan utworzenia jednolitego europejskiego obszaru transportu…”, w której pojawia się postulat o konieczności integrowania m.in. planowania przestrzennego, systemów cen, wydajnych usług transportu publicznego i infrastruktury dla niezmotoryzowanych środków transportu w ramach planów mobilności miejskiej. W artykule przedstawione zostały cechy zrównoważonej mobilności miejskiej, która jest kategorią szeroką i obejmującą m.in. sfery transportu, planowania przestrzennego, infrastruktury technicznej oraz finansów publicznych. W odniesieniu do polityki transportowej polskich miast są to zagadnienia, które do tej pory ujmowane były oddzielnie. Przedstawiono istotę i miejsce planu zrównoważonej mobilności miejskiej w kontekście strategii rozwoju miasta. Analiza potencjalnych barier dla wdrażania planów zrównoważonej mobilności miejskiej w polskich miastach skłania do zaproponowania rozwiązań, dzięki którym plan transportowy stać się może ważnym narzędziem zarządzania strategicznego miasta.
